To proceed to stage 2 of the Residents Parking Policy and liaise with the local member Cllr Peter Lacey when taking this forward

For the Highways team to carry out further surveys in the areas of Springfield Mews, Spring Mount and Spring Grove and the adjacent streets, to facilitate a more detailed review as to whether the implementation of a residents parking only scheme is feasible on Springfield Mews, Spring Mount and Spring Grove.

To:
i. agree not to proceed to Stage 2 of the residents only parking scheme as the Stage 1 criteria has not been fully met for reasons set out in paragraph 3.6 of the report;

ii. agree for officers to request enforcement of the existing access restriction from North Yorkshire Police at the times highlighted by residents when the worst parking occurs. Additionally, Officers to work with the nearby hotels to request they provide guests with information on alternative parking areas or explicitly mention not to park on these streets in their bookings;

iii. request that officers consider the issues raised in the residents’ petition when developing the Local Area Action Plan for Parking across Harrogate which will enable a strategy review of parking across the whole of N zone and not just these three streets in isolation.
