Direct Award contract to Thomas Armstrong for the urgent repairs of Potts Beck (Litton) Bridge - under NEC4 Contract Option E on the CECF 2026 Civils Lot Two Framework.

Thomas Armstrong was appointed following an Expression of Interest on the CECF 2026 Civils Lot Two Framework. Thomas Armstrong achieved the highest score against the direct award criteria, offering the most advantageous combination of availability, capability, local coverage and proven experience to deliver the works efficiently and within the required timescales, reducing project risk and the potential for additional costs.

The structure is in poor condition, a collapse occurred to the downstream spandrel wall during the 25/26 winter, the works need to be timed to minimise impact to tourism and be finished prior to the winter so timing is key. Option E promotes collaborative working while allowing a flexible approach to the management of working hour risks and site resources.

To conduct a full procurement exercise would have delayed the urgent scheme, which needs to start before winter. Option E is well suited to the scheme, as there a several unknowns with the scheme, giving the council greater opportunity to manage risks and provide best value for money.
