As per Executive, held Tuesday 4 November 2025, approval in principle was given for investment of £36m in Skipton Leisure and Well Being Hub, Whitby Leisure Centre, Ryedale Swim and Fitness (Pickering) and Selby Leisure and Well Being Hub. Approval was granted to develop the next stages of the business cases and design works. In line with the delegated authority the draw down of a further £305,000 funding from this earmarked Strategic Capacity Reserve for the Leisure Investment Strategy is approved in order to develop the designs at Skipton and Selby to the next stage.

Reasons for the decision:

In order to progress Skipton and Selby sites to RIBA design stages 2/3 and fund associated surveys and design works in line with the decision to progress with the Leisure Investment Strategy a draw down of funding of £305,000 is now required.

Alternative options considered:

Not to draw down the funding for the next stage of works but this would mean the Leisure Investment Strategy would not be delivered.
