To award a contract to Reed Talent Solutions
Limited (Consultancy+) to produce a suite of three Local Area
Energy Plans to provide a long-term strategic approach to
decarbonise North Yorkshire’s energy system. The 7 month
contract (December 2021-June 2022, £330,000) has been
awarded, via YPO940 Managing Consultancy and Professional Services
Framework.

The award of the contract was dependent on a
successful application to the Government Community Renewal Fund.
The timetable provided indicated that there would be a short period
between submission of applications (June 2021) and notification of
funding for contract start (August 2021) coupled with the six month
delivery window. Use of the Framework ensured a compliant approach
was taken and that the service objective of ensuring the supplier
was in place by the expected contract start date was met.
Due to the tight timescales set by Government
to submit an application for funding and the expected start date
(June 2021 – August 2021), as well as the overall short
delivery window (six months), meant that alternative options that
impacted on the start date and delivery window were not possible.
The nature and length of the delay to the announcement of Community
Renewal Funding being secured did not impact upon the decision, as
a revised timeline was not communicated to the Authority and thus
decisions on procurement were taken with initial timelines in
mind.
