To approve the future proposed commissioning
model for delivery of wellbeing and prevention services through
locality based hubs, with the available funding allocated on a
population and needs basis.
A new contracting model is proposed to ensure most effective use of
resources and to support delivery of NYCC Health and Adult Services
2020 Vision.
The proposed future investment approach has been designed to be in
line with the prevention approach which has been developed by the
Council over the last four years; with more of a focus on outcomes,
and on building on and supporting the growth of community assets
and strengths.
Support will be prioritised to those at risk of needing regular
social care services, and reflect the Council’s aim to
prevent, reduce and delay the need for statutory social care
services.
The review has identified there is currently an inequitable
distribution of services and funding across North Yorkshire with a
significant proportion of the current funding in Harrogate. In
order to establish a more equitable approach to allocation of funds
based on population need an evidence-based funding formula has been
developed with Public Health.
Alternative options for future investment
models have been explored as part of engagement and
consultation.
