Decision:

To implement the proposed new structure of the SEND and Inclusion Service with effect from April 2020. This follows a period of consultation with staff, trade unions and professional associations.

During the development of the SEND Strategic Plan for Educational Provision 2018-23, significant support was received for the creation of locality based SEND Multidisciplinary
teams. A formal 45 day consultation has been carried out with staff and unions to establish a new locality based model. The benefits of the new structure include:

• the ability to meet need at the earliest opportunity
• Key working approaches to children and young people with SEND
• Therapeutic offer strengthened particularly for targeted provision and individual assessed need
• Focus on partnership working in localities to address areas of need in SEND
