Decision:

To directly award the Collaboration Agreement to Tees, Esk and Wear Valley Foundation Trust (NHS body) to secure the commitment and staff from 1 April 2020 to 31 March 2023 with an option to extend for two further periods of 12 months (1 April 2023 – 31 March 2024 and 1 April 2024 – 31 March 2025) to continue to deliver psychology support to young people (Child and Adolescent Mental Health Service – CAMHS).

The value of the contract from 1 April 2020 to 31 March 2025 is £3,861,540.

There is currently a Collaboration Arrangement in place with Tees, Esk and Wear Valleys NHS Foundation Trust (TEWV) until 31 March 2020 for the Clinical Practitioner Service Offer. This arrangement was commissioned to enable the Council and TEWV to work together and create a partnership response to a new model of support which enables vulnerable children and young people access to evidence based psychological support. The model in place is based on practice learning and national and international evidence base.

To date the agreement has been funded through Partners in Practice (PiP) monies which cease in March 2020. The County Council’s Management Board gave agreement to additional funding to continue this service on 10 December 2019.
