Decision:

To directly award the delivery of speech and language therapy provision to Harrogate District Foundation Trust (HDFT). The contract will commence on 1 April 2020 for an initial term of one year with an option to extend for a further one plus one years. Estimated cost of the contract is £194,300 per annum.

A collaboration agreement will be put in place to govern and manage the arrangement.

The Authority has a requirement for the provision of speech and language therapy (SALT) for children and young people. The initial term of the contract (one year) will allow a wider review of all Speech and Language Therapy requirements to inform the future delivery model from March 2021 and in order to mitigate any risk of delay with this review, two one year extension points have been built into this arrangement. Legal Services have confirmed that the direct award of the contract does not contravene state aid rules.
