That phase 2 of the Strategic Plan for SEND Education Provision 2018-23 be approved and published as an appendix to the overall Strategic Plan, approved by The Executive in September 2018.

The Local Authority has a statutory responsibility under the Children and Families Act 2014 to keep its special educational provision under review, to ensure sufficiency in placements to meet the needs of children and young people with special educational needs and/or disabilities (SEND), working with parents/carers, young people and providers.

In order to meet this responsibility, the Local Authority developed and published the Strategic Plan for SEND Education provision 0-25, 2018-2023 (the Strategic Plan) to address the needs of children and young people with SEND in North Yorkshire. The first annual review of the plan, which showed that progress was being made in implementation of the actions, was published in January 2020.The plan and the annual review can be found here.

In both the Strategic Plan and the annual review it was clearly set out that there would be a second phase of the plan. This is not a new or additional plan, but an integral part of the original plan. Executive Members noted that phase 2 of the plan would be scoped and developed following a briefing on the annual review of the plan on 26th November 2019. This report sets out the detail of phase 2 as a result of that work and individual elements of the plan will be subject to separate Key or Executive decisions (where appropriate) as work progresses.
