Agreed the commencement of a new North
Yorkshire and York English National Concessionary Travel Scheme, as
set out in section 5 of the report, to commence 1 April 2019 and
operate for 3 years.
Where final reimbursement rates have not yet been settled the
Corporate Director Business and Environmental Services (BES)
delegated authority for approval of the reimbursement rates to the
Assistant Director – Transport, Waste and Countryside
Services provided only that the final reimbursement are within the
ranges, or as detailed or less than as stated in Annex 1 of the
report.
Reasons for the decision:

committee management system that we use.*
The council has a statutory obligation to issue ENCTS travel passes
to people eligible for the concession that reside within the
authority area. The council also has a statutory obligation to
reimburse local bus service operators for carrying passengers as a
result of the scheme.
