Approved the allocation of the Civil Parking Enforcement (CPE)
annual surplus and use of reserve general working balance in the 3
year period 2019/20, 20/21 and 21/22.
Reasons for the decision:

committee management system that we use.*
As a consequence of parking charges and other income received
through the administration of CPE, a surplus is generated. Once all
enforcement and operational costs have been met, the surplus can be
used/reinvested for parking, or alternatively where parking is
unnecessary or undesirable, it can be used for public transport,
highways or environmental improvements (Sec 55, Road Traffic
Regulation Act 1984, as amended).
On conclusion of the approved 3 year investment period ending March
2019, it was necessary to gain approval for CPE surplus and reserve
expenditure in the next 3 years 2019/20, 20/21 and 21/22.
