Decision:
That proposals for a new structure for the
Children and Families Service be implemented following consultation
with staff and trade unions.
Reasons for the decision:
PLEASE NOTE This decision was originally
published on or near the date of the decision and so call in no
longer applies. It has been re-published as part of the change in
committee management system that we use.
There was a need to review and restructure the Children &
Families Service to enable the further alignment of
children’s social care and prevention teams, moving to a
locality model, whilst addressing budget reductions due to a number
of non-recurring funding streams (totalling £1.2M) ceasing or
likely to cease in the near future. The new structure will also
ensure the delivery of further budget savings of £650K
required to mainstream the No Wrong Door initiative, the
de-delegation of Minority Ethnic Achievement funding and
£100K remaining savings associated with Early Years. The new
service model also increases capacity within safeguarding teams to
address increased demand and/or changes in demand in relation to
prevention cases.

Other options were considered as part of the
review as follows:
1 – do nothing
2 – reducing staffing through reduction of posts, vacancy
management and removal of temporary posts.
