Decision:

The commissioning and future provision of the Public Health 0-5 Healthy Child Programme.
A Key Decision is being sought as the service delivery is likely to be significant in terms of its
effects on mare than one community.

The Health and Social Care Act 2012 gave new statutory responsibilities to local authorities
for the health of their populations. Held back from this transfer was the 0-5 Healthy Child
Programme (HCP) which includes the commissioning of Health Visiting Services by NHS
England from April 2013 to September 2015.
From the i’ October 2015, the commissioning responsibility and funding for the 0-5 HCP
has transferred from NHS England to Local Authorities. The funding for the 0-5 HCP is
£5 million per annum and will sit within the overall Public Health budget.
The contract has been transferred under a deed of novation and the term runs from l
October 2015 to 3O September 2016.

Alternative options considered:

The Council is now legally required to procure this Service.
