Purpose:

Approval is sought to go out to publication consultation on the renewal the current area 3 of the selective licensing scheme which covers Scarborough (South), following a review of the data and evaluation of current schemes. With a proposed implementation of 1 May 2027, subject to consultation.

Decision:

Approval to proceed with the Public Consultation Plan for renewal of the Scarborough South Selective Licensing designation, developed as part of the Business Case for renewal.

Reasons for the decision:

To enable the Council to meet the statutory consultation requirements associated with the proposed renewal and extension of the Scarborough South Selective Licensing Scheme and to ensure that the views of residents, landlords and other stakeholders are considered before a final decision is made

Alternative options considered:

Alternative options were considered but were not recommended as they would not achieve the same level of proactive regulation and improvement to private rented housing standards as the proposed renewal of the Selective Licensing Scheme. The Executive Member therefore approved the commencement of public consultation to inform a future decision on the proposed renewal and extension of the scheme.
