Decision details

To approve the procurement of a contract for the supply of carriageway and highway asset surveying (system and/or service) with an estimated spend of £250K per year or £1m over the life of the four-year contract.
This will enable the relevant procurement activity to take place to ensure NYC is able to deliver highway condition surveying is maintained following the cessation of the existing contract on 31 March 2027.

To procure a contract for the supply of a system to carry out carriageway condition, footway condition and wider highway asset data collection surveys to cover the period 2027-28 to 2031-32 is authorised.

The recommendations will enable a procurement exercise to be carried out to ensure that NYC has the required highway asset survey processes in place from 2027-28 to 2031-32 and that they are full compliant with PAS2161 standards.

Given the nature of the contract and its importance to the delivery of the highway service it is essential that a contract is procured. An option for North Yorkshire and City of York to carry out two separate procurement exercises was reviewed, however due to the level of duplication of workload this was discounted.
