Decision:

Having considered the attached report, the Director of Public Health North Yorkshire in consultation with the Corporate Director –Strategic Resources and the Assistant Chief Executive (Legal & Democratic Services) resolved to approve the following:

To approve the direct award of £29,000 during 2021/22 to North Yorkshire Police.

To approve the direct award of non-recurrent funds to the value of £274,354 during 2021/22 to HumanKind (North Yorkshire Horizons)


Reasons for the decision:

The total non-recurrent grant equates to £315,000 over 2021/22. £303,354 will be spent as follows. The remainder will support costs associated with the implementation of both (£11,646). This is in line with the application to Public Health England in March 2021 and was subject to two previous key decisions. One to submit the bid and one to accept the funding.

North Yorkshire Police will employ a fixed term Drug and Alcohol Related Deaths and Drugs Strategy Analyst to work within the Intelligence Team, and report to the North Yorkshire Public Health Team. This will strengthen intelligence; learning and knowledge translation associated with the established North Yorkshire Drug and Alcohol Related Deaths Confidential Enquiry, and support the development of the North Yorkshire Police Drugs Strategy. Best Value has been satisfied and this is in accordance with the councils Procurement and Contract Procedure Rules, rule 22.3.

North Yorkshire Horizons will employ a Harm Reduction Strategic Lead to co-ordinate and enhance harm reduction activities and interventions across the health, housing, social care and criminal justice system. They will also employ a number of clinical and non-clinical posts to develop, implement and evaluate a bespoke service offer in Scarborough and Harrogate, based on an established multiple needs and disadvantage model. This will enhance the offer to an identified cohort of people in both localities who present with multiple needs and disadvantage. North Yorkshire County Council will vary the existing contract with HumanKind under Regulation 72 (1) ( F) of the PCRs 2015.
