Apologies for absence had been received from Councillors Arnold Warneken and Steve Shaw-Wright.  Councillor Stephanie Duckett acted as substitute for Councillor Shaw-Wright.

The minutes of the meeting held on the 10 June 2026 were confirmed and signed as an accurate record

Councillor Crane referred to a document added by the applicant onto the North Yorkshire Council website on Public Access in relation to agenda item 4.  The document stated that he had attended a meeting with the applicant, which he confirmed was correct.  However, he advised that the minutes of the meeting did not fully reflect the discussions that had taken place and that a comment attributed to him regarding opposition to the site had been taken out of context.  For the avoidance of doubt, Councillor Crane confirmed that he approached the application with an open mind and would remain in the meeting to participate in the discussion and determination of the application.

The Assistant Director, Community Development Services sought determination of an application for full planning permission for a residential development of 204 residential dwellings at land off Mill Lane, Brayton, Selby, North Yorkshire.

The application had been brought to Planning Committee at the request of the Head of Development Management as it raised significant planning issues.

It was noted that the application had been before Committee in May 2026 when the application had been deferred to allow discussions to take place between the Applicant, the Division Member and Planning Officers to explore potential amendments to the scheme to better reflect the character of the area in terms of density and appearance, and to allow time for clarification of the agricultural land classification.

The Principal Planning Officer advised Members of an officer update note relating to the application.  Since publication of the agenda pack, a letter had been received from the applicant requesting a further deferral to allow additional consideration of the scheme design in light of comments received from the Landscape and Urban Design Officers.  Officers had considered the request and supported a further deferral, as the applicant had indicated an intention to revise the scheme.  It was therefore recommended that the application be deferred and brought back to Committee following the submission of revised plans.

Councillor Packham stated that the application had been deferred in May to allow clarification of the agricultural land classification, landscape impact and urban design matters.  While information had since been provided in relation to the land classification, no further details had been received regarding the urban design or landscape considerations.  Members had now been advised that the applicant intended to review these matters, and he therefore considered a further deferral to be appropriate.  Councillor Packham apologised to members of the public present but emphasised the importance of the Committee having all the relevant information that they had requested before reaching a decision.

Councillor Crane expressed disappointment on behalf of the residents in the Brayton Ward, that the applicant had requested a deferral at such short notice.  He stated that he had attended a lengthy meeting with the applicant, for which he was grateful, but considered that this would have been the appropriate time for the applicant to request additional time to prepare and submit a revised scheme.

Councillor Packham proposed, and Councillor Cattanach seconded, that determination of the application be deferred on the grounds that the scheme was not in keeping with the local surroundings. The purpose of the deferral was to allow additional consideration of the scheme design.

The Chair apologised to members of the public in attendance and explained that the application would be brought back to a future meeting of the Committee, at which time they would have the opportunity to make their representations.

The decision

That Members DEFER the decision for the reason below.

· To allow the Applicant to explore potential amendments to the scheme to better reflect the character of the area in terms of density and appearance.
