To elect a Member to act as Chair of the meeting.

That Councillor Derek Bastiman be elected as Chair for the duration of the meeting.

There were no apologies for absence.

All Members are invited to declare at this point any interests they have in items appearing on this agenda, including the nature of those interests.

There were no declarations of interest.

To confirm the procedure to be followed at the meeting.

Decision

The Sub-Committee agreed the procedure for the meeting as outlined by the Chair.

The Corporate Director – Environment sought the determination by the Sub-Committee of an application for the grant of a premises licence for Food Plus, 54-55 Newborough, Scarborough YO11 1ET.

The options available to the Sub-Committee were:

·     To grant the licence as applied for,

·     To grant the licence with amended and/or modified conditions; or

·     To reject the whole or part of the application.

Decision

The Sub-Committee found on the balance of probability that it was appropriate for the promotion of the licensing objectives to grant the premises licence with the following modified and additional conditions:

Modified conditions:

C2:    The system shall cover the area immediately outside the premises and all areas of the premises to which the public have access, including all points of entry and exit, and the area immediately behind the sales counter.

C10:  e. Proxy alcohol sales

          f. Conflict management

Additional conditions:

1.   A monitor displaying the live CCTV feed will be visible from the sales counter.

2.   A Challenge 25 policy will be operated at the premises; forms of identification that will be accepted are a valid passport, photo cade UK driving licence, Military ID, PASS accredited identification card and any other nationally approved form of identification.

3.   The Licence Holder will display prominent signage confirming the company’s Challenge 25 policy.

The Corporate Director – Environment sought the determination by the Sub-Committee of an application for the grant of a premises licence for One Stop Working with the Wilsons, 50-53 Newborough, Scarborough YO11 1ET.

The options available to the Sub-Committee were:

·     To grant the licence as applied for (subject to any conditions consistent with the applicant’s operating schedule),

·     To grant the licence with additional and/or modified conditions; or

·     To reject the whole or part of the application.

Decision

The Sub-Committee found on the balance of probability that it was appropriate for the promotion of the licensing objectives to grant the premises licence with the following modified and additional conditions:

C20: The Licence Holder will display prominent signage inside the premises confirming the company’s Challenge 25 scheme.
