Household Waste Recycling Centre (HWRC) service from 1 April
2016:
1. HWRC opening hours to be changed such that all HWRCs close
at:
a. 5pm (instead of 7pm) between 1 April and 30 September each year,
and
b. 4pm (instead of 5pm) during March and October each year
2. Charges are introduced to recover the costs of disposal of
vehicle tyres at all HWRCs
3. In the absence of suitable reciprocal agreements with
neighbouring authorities, the costs of receiving and disposing of
waste delivered to Stokesley HWRC by residents of neighbouring
authorities is recovered from those residents through a
charge.

To commission a centralised North Yorkshire Stop Smoking Service
that meets the needs of our population in line with evidenced based
practice and engagement and consultation feedback.
The key proposals in the new commissioning model to highlight
are:
? that the Local Authority moves to commissioning a county wide
service overseen by a single organisation responsible for
co-ordinating delivery across all service levels and a range of
settings. This would mean that the Council would no longer contract
directly with individual GPs and Pharmacies (although they would
continue to have a key role in the system and the new Provider
could enter sub-contracting arrangements to ensure reach and access
of service).
? The service will prioritise the targeting of its service at key
vulnerable groups e.g. pregnant smokers, people with diagnosed
mental health conditions and Long Term Conditions
? The new contract would be paid via a set block payment amount
complimented by an incentive payment scheme.
Investment will come from the Public Health Grant allocation,
approximate value per annum is £1 million (final budget value
TBC). It is anticipated that the contract for the new service will
be for 3 years initially, with the option to extend for a further 2
years pending review.

Rates.
• The Day Care rate of £5.04 per hour be increased to
£5.76 per hour (to fall in line with 80% of the new Living
Wage being introduced in April 2016).
• To maintain the current arrangement of Foster Carer mileage
rates being fully aligned with NYCC staff mileage rates for mileage
incurred in excess of the first 100 miles (covered by
