The contract being awarded on Lot 7 of the Crown Commercial Services Transport Technology & Associated Services Framework (RM6099). The total value (installation and maintenance) of the contract over five years is £114,500 excluding VAT and inflation.

North Yorkshire Council’s Trading Standards will be responsible for the enforcing of the restriction and will utilise the new system to do this.

To seek formal approval to:
a) amend the existing North Yorkshire Permit Scheme documentation to reflect:

- an increase in permit fees to the maximum level allowed by the Department for Transport (DfT)

- a reduction in the discounts offered to incentivise collaborate working and project works from 50% to 30% and

b) recruit resource for the forthcoming Lane Rental Scheme as part of the same recruitment campaign in alignment with DfT guidance and local authority objectives.

Approval to go out to consultation for amendments to the existing Permit Scheme, as detailed in Appendices B – E of the report and proceed with the recruitment of additional staff to strengthen the existing Permit Scheme following the increase with the potential to also recruit staff for the proposed Lane Rental Scheme if the Lane Rental application is given approval by the Department for Transport (DfT).

To inform of the response of Risk Management Authorities to the significant flood event that affected Knaresborough on 6 May 2024 and seek approval for the publication of the Section 19 Flood Investigation Report on the North Yorkshire Council website.

At its meeting on 25 September 2025 the Harrogate and Knaresborough Area Committee noted the Executive to request:
1. undertake an urgent audit of all sewer assets in Knaresborough, ensuring asset transfer and mapping records are complete and up to date and share this data with NYC’s Lead Local Flood Authority;
2. review maintenance and inspection regimes for key sewers, particularly those on Queen’s Road and St Margaret’s Gardens, to prevent recurrence of known blockages;
3. work jointly with NYC to develop the Strategic Infrastructure Plan for Knaresborough with clear timelines and defined responsibilities

To seek approval for the headline allocations of highway maintenance capital funding for 2026/27 and approve the new schemes to be added to the Highways Capital Forward Programme (HCFP).

To extend the contract for the replacement of UPVC windows and doors for a further six months from 2 October 2025 and to vary the contract to include all localities within North Yorkshire.
