The contract will commence on 1 April 2020 for an initial term of one year with an option to extend for a further one plus one years. Estimated cost of the contract is £194,300 per annum.

A collaboration agreement will be put in place to govern and manage the arrangement.

To authorise a review and reprocurement of transport contracts into Woodlands, The Forest, Springwater, Forest Moor and Brompton Hall special schools

To directly award the Collaboration Agreement to Tees, Esk and Wear Valley Foundation Trust (NHS body) to secure the commitment and staff from 1 April 2020 to 31 March 2023 with an option to extend for two further periods of 12 months (1 April 2023 – 31 March 2024 and 1 April 2024 – 31 March 2025) to continue to deliver psychology support to young people (Child and Adolescent Mental Health Service – CAMHS).

The value of the contract from 1 April 2020 to 31 March 2025 is £3,861,540.

The value of the procurement is estimated to be £342,000.

To authorise Caedmon College Whitby and the County Council to accept the grant offer from the Department for Education North Yorkshire Coast Opportunities Area funding.

The Director of Public Health, Dr Lincoln Sargeant has approved the North Yorkshire County Council COVID-19 Outbreak Control Plan in response to the Government’s launch of the Test and Trace programme.
The Plan will be supported by a ring-fenced grant from central government of £2,022,850 which will support local delivery of Test and Trace.
The Plan comes into effect immediately and is expected to continue for 12-18 months.

To confirm the continued commitment of North Yorkshire to the North and Humber RAA based on the updated model.

To approve the delivery model as a single service through the creation of the Head of Agency and Service Managers managing the regional adoption functions.

Approval for a disapplication request to be made to the Secretary of State for Education to transfer 0.5% of the Dedicated Schools Grant (DSG) funding from the Schools Block to the High Needs Block in 2020/21.

To approve public consultation on a proposal that the County Council should close Stillington Community Primary School from 31 August 2020.

To approve a call for evidence from key stakeholders through focus groups with young people and families, online and paper questionnaires and webinars over a four week period to help:

• Identify effective practice across education, care and health in supporting children and young people with SEND, and their families, at the earliest stage so they can live and go to school in their community
• Consider a greater range of support options that enable more children and young people to reside at home whilst accessing education to meet their SEND
• Understand from families what works well and what could be improved
• Develop a sound evidence base for future proposals with regards to SEND provision

To implement the proposed new structure of the SEND and Inclusion Service with effect from April 2020. This follows a period of consultation with staff, trade unions and professional associations.

To approve public consultation on a proposed Medical Education Service to enable a more flexible delivery model for those children/young people who cannot access education because of medical needs.

That the following proposal be determined:

To transfer Bishop Thornton CE Primary School to a new site at Burnt Yates near Harrogate, North Yorkshire, HG3 3EJ (the former premises of Burnt Yates Church of England Primary School) from 1 September 2019.

That the following proposal be determined:

• To cease to maintain Arkengarthdale CE VC Primary School with effect from 31 August 2019.

• To extend the catchment area of Reeth Community Primary School with effect from 1 September 2019 to serve the area currently served by Arkengarthdale CE VC Primary School.

That the contracts for the following be extended for a further period of two years to August 2022:

Lot 1 – Enhanced Youth Provision provided by Voluntary and Community Groups

Lot 2 - Agreement for Universal Services: Provision of Youth Clubs

That the contribution rate for post-16 home to school transport be set at £600 per annum for the 2019/20 academic year. This will place the authority at the mode rate, and within the majority of County Council current rates of contribution.

To approve the school term and holiday dates for community, voluntary controlled, community special schools and maintained nursery schools for 2020/21, as set out in the calendar identified at Appendix 1 to the report.

That the following revisions to fostering support allowances be approved for 2019-20:

• Payment Rates for NYCC Foster Carers (including Family & Friend Foster Carers, Short Break and Specialist Short Break Carers and Staying Put arrangements) be increased by 2.1% (in line with the December 2019 rate of CPI). This is for all allowances, premiums and fees with the exception of those on original protected rates.

To amalgamate Moorside Infant School and Moorside Junior School in Ripon to create a single 3-11 Primary School on the junior school site on 29 April 2019.

To create satellite specialist provision from Mowbray School on the Moorside Infant School site from 1 January 2020.

To approve public consultation on proposed changes to the Home to School Transport Policy as follows:

• Proposal 1: Mainstream transport provision will only be given to eligible children and young people attending the catchment school or the nearest school to the permanent home address
• Proposal 2: Remove free arrangement for second home address or introduce full cost recovery of a second transport assistance
• Proposal 3: The Local authority will collect from the curtilage of any highway or road which consists of or comprises a made-up carriageway* unless a SEND, Medical or Mobility need requires a direct door to door collection
• Proposal 4: Removal of the current Rising 5 arrangement and confirm transport eligibility to commence from the September start of reception year
• Proposal 5: To adopt a single charge for all Discretionary Transport

To accept a grant of £5000 from the Registered Nursing Home Association, acting on behalf
of the Care Provider Alliance to support participation in the Adult Social Care Data and Cyber

That the following proposal be determined:

1. To cease to maintain Ingleby Arncliffe Church of England Voluntary Aided Primary School with effect from 31 December 2017.

2. To extend the catchment area of Appleton Wiske Community Primary School with effect from 1 January 2018 to serve the area currently served by Ingleby Arncliffe CE VA Primary School.

3. That the transport qualifying period should be from April 2017 under the terms set out in sections 5.3.1 to 5.3.9 of the report to the Governing Body dated 14 April 2017 (attached as annex B to the report to the Executive Member)

That, having undertaken the required preliminary checks that the four key issues set out in paragraph 8.2 of the report have been satisfied, the proposal to change the age range of Great Ouseburn Community Primary School to age 3-11, be determined with effect from 1 September 2017.

To approve the future proposed commissioning approach for delivery of mental health community support, based on locality hubs, with the available funding allocated on a population and needs basis

After consideration of a report of the Assistant Chief Executive (Legal and Democratic Services) regarding an appointment to a vacancy on the Yorkshire Dales National Park Authority, the Chief Executive Officer has appointed County Councillor Yvonne Peacock to that position.

That having undertaken the required preliminary checks, the Executive Member resolved that the four key issues listed in paragraph 8.2 have been satisfied and there can be a determination of the proposals.

That the following proposal be determined:

1. To cease to maintain Skipton Ings Community Primary and Nursery School with effect from 31 December 2017.

2. To extend the catchment area of Christ Church Church of England Voluntary Controlled Primary School to serve the area currently served by Skipton Ings Community Primary and Nursery School with effect from 1 January 2018.

To implement Option 1 below in respect of the consultation on the methodology used to calculate the deprivation funding supplement and the associated base funding rate.
Option 1: Reduce all bands of deprivation by 3p, thus removing the lowest band, and increasing the base funding rate accordingly by 3p on all hours. Base rate £4.01, Deprivation Band A 54p, Band B 7p and Band C 4p
This option provides funding stability to providers as there will be no change to the overall funding received by providers at a time when the market is already experiencing financial challenges, and also has the following benefits:
(i) A higher base funding rate of £4.01 for all providers,
(ii) An increase to the monthly base rate payments received by providers whilst decreasing the amount of quarterly paid deprivation, thus a small cash-flow advantage,
(iii) Easier for providers to calculate their base income.

To approve public consultation on a proposal that the County Council should close Arkengarthdale Church of England Voluntary Controlled Primary School from 31 August 2019.

To sign up to the AWC Provider Alliance as a partner.

To approve the future proposed commissioning model for delivery of wellbeing and prevention services through locality based hubs, with the available funding allocated on a population and needs basis.

Approved new increased fees and charges as outlined in Section 3, Tables 1 and 2 of the accompanying report for in-house community care services plus meals, transport and laundry services for 2017/18 effective as from 10 April 2017.

That the Corporate Director (strategic Resources) be recommended to

a) agree the case as deprivation of assets, and that Mrs Y and her family be advised accordingly; and

b) authorise payment of the outstanding debt to the home where Mrs Y is resident be made and, due to lack of Mrs Y’s resources, this debt be written off.

To extend the Minor Adaptations contract to 31 March 2022

To seek permission to go to Tender for the construction works on A6131 The Bailey to form 2 Right Turn Lane Ghost Islands, two new site entrances, footpath works, drainage and all associated earthworks on behalf of Stonebridge Homes and R N Wooler. Works value anticipated to be £450-600,000.
S278 works are required to be constructed through the NYCC HDS. This is a commercial opportunity, which will see the delivery of highway works funded by two developers and is required to enable the developers to discharge their planning commitments. There is also a small contribution towards the work from NYCC which is specific to the circumstances of this site. Works will be procured through the surfacing framework

To procure S278 construction works through the NYCC surfacing framework for the construction of two right turn lane Ghost Islands on behalf of Stonebridge Homes & R N Wooler. Supervision of the works will be through Align Property Partners.

The contract for the provision of the Newburn House and Outreach Service has been awarded to Humankind Charity following a procurement process.

To proceed with joint commissioning the domestic abuse refuge provision across North Yorkshire and York.

To approve the direct award to the collaboration of the district borough councils to provide a homelessness prevention service for vulnerable people.

To approve changes to charges for transport and personal contributions to care costs to take effect 2019/20, noting that full implementation of those changes will not take place until April 2021. This is detailed in Appendix A of the report to HAS Executive.

Approval has been given for the submission of an application for grant funding for £75,000 per annum for 3 years for the Childhood Obesity Trailblazer Programme – North Yorkshire Schools Zone Programme.

Following consultation with the relevant Executive Member, the Director of Public Health agreed to the commissioning of a sexual health service provision from the 1 April 2020 and approved to spend money allocated from the ring fenced public health grant.

At the Health and Adult Services Leadership Team meeting on the 6th March 2019, the Acting Corporate Director Health and Adult Services approved the commencement of the procurement of the Newburn House and Outreach Service.
The new service is due to commence on the 1st October 2019.

Approval for the submission of an application to Public Health England for a Section 31 Local Authority grant to expand and strengthen inpatient detoxification provision in 2021/22.

Following a further competition procurement through CCS Framework RM3745, the decision has been taken to award the AWRP Technical and Planning Advisor contract to the successful tenderer.
The initial contract duration is 3 years, with two possible 1 year extensions available (total 5 years).

Following consultation with the relevant Executive Members, the Corporate Director Health and Adult Services recommends to the Corporate Director for Strategic Resources to write off two outstanding debts at a total amount of £29,078.58.
