The purpose of this report is to seek approval from the Assistant Chief Executive – Local Engagement to run a procurement to identify a provider to coordinate the holiday activities and food programme. The current contract is due to expire on 28th February 2026.

To outline the proposed approach to and setting a Charge Point Operator (CPO) price cap per kilowatt hour for North Yorkshire Council's public electric vehicle chargepoint network over the next 12 months.

The Corporate Director, in consultation with the Executive Member for Highways and Transportation approved the proposed annual price cap for the standard public charging network tariff (7-22kWh) at the rate recommended.

That the additions to the Highways Capital Forward Programme for Structural Highway Maintenance identified since the last Highways Capital Programme report dated 26 September 2025, as detailed in Appendix A, are approved.

The results of the consultation exercise are noted.

An emergency scheme at River Aire Retaining Wall will be developed. Due to the urgency of the works, it will be procured on an NEC4 Option E contract on the CECF 2021. The scheme will be awarded to the highest ranked contractor on the framework who registers an interest in the scheme.

The estimated cost of the works is difficult to pinpoint at this early stage, as the full extent of the works has not been quantified and a suitable design approach has not been selected, however, in our experience, a repair such as this is likely to cost in the region of £100k.

Agreed for the NEC4 contract between North Yorkshire Council and Watertight Ltd under the Environment Agency (EA) Property Flood Resilience (PFR) Framework to install PFR measures at a cost of £240,000 to 32 properties in Bellerby (Upper Dales Flood Alleviation Scheme).

To review feedback following severe weather (snow/ice/front/sub-zero temperatures) event in January 2025 and agree proposed actions for future winter seasons

That recommendations contained in Appendix C to the report, item Reference 3.3i to 3.3ix are approved to be evolved for inclusion in the council’s operational winter service response in the coming 2025/26 and subsequent winter seasons. Where costs are anticipated, these are summarised in the tables in Section 9.1. With regard to 3.3iii – greater use of mechanical equipment - confirmation is required following discussion with Head of Service Parks and Ground that the proposed Kubota the tractors can be purposed both inside / outside of the winter season when not required for snow clearance / gritting; if this is not confirmed / not feasible then alternative mechanical equipment is to be explored in conjunction with NY Highways (including both purchase and sub contract hire-in options).

Agreement that the interpretation of the existing winter service policy is such that the policy in its current form does facilitate pre-treatment of footways in main shopping streets where overnight conditions will give rise to black ice and / or continuous frost / ice conditions

The purpose of the report is to consider an extension to the Section 75 Partnership Agreement with York and Scarborough NHS Teaching Hospitals Foundation Trust, for the delivery of Specialist Sexual Health Services across the county from 1 April 2026.

North Yorkshire Council (NYC) has an existing contract with Calder Conferences Limited for the booking of external venues via the Crown Commercial Services (CCS) framework (Public Sector Travel and Venue Solutions 5 Framework – RM6217) which is due to expire 13th March 2025.

It is the recommendation to Direct Award the contract for External Venues to Calder Conferences via the CCS Framework (Travel, Transport, Accommodation and Venue Solutions RM6342 Lot 3. Framework Start Date: 01/10/2024 End Date: 30/09/2027). The contract will be in place for up to three years on a 2+1 basis. Calder Conferences are the only supplier on this Lot.

To Direct Award the contract for External Venues to Calder Conferences via the CCS Framework (Travel, Transport, Accommodation and Venue Solutions RM6342 Lot 3. Framework Start Date: 01/10/2024 End Date: 30/09/2027). The contract will be in place for up to three years on a 2+1 basis.

The Corporate Director Resources in consultation with the Leader, Deputy Leader (Executive Member for Finance) and Chief Executive to approve loan facility draw down by Brierley Homes of up to £975k at the usual commercial rate of interest to ensure Brierley Homes has appropriate cashflow over the short term in line with demonstration of need.

To review the Corporate Director of Environment’s scheme of sub-delegation and make the sub-delegations to their Assistant Directors and other senior officers as set out at Appendices 1 and 2, subject to any limitations set out therein.

To seek approval to make procedural changes as a result of the introduction of one Uniform and in accordance with the adopted Statement of Community Involvement.

i) To replace direct Neighbour Notification with the use of site notices (and press notice as required) in those legacy areas where it remains

ii) To make changes to representor notification as set out in section 4 of the report

Note: At the meeting it was advised that a revision was being proposed to Section 4 of the report (para 4.2) to the effect that respondents would receive and automatic response if they responded via public access or via email.
