North Yorkshire Council intends to enter an agreement with the adjacent landowner of a Retaining Wall near Linton, for the dedication of approximately 610m2 area of land for highway purposes pursuant to section 72 of the Highways Act 1980.

The decision is required to undertake the procurement of a contract to remediate a collapsed mineshaft at the closed landfill site. The tender process is subject to Procurement Assurance Board approval and internal governance.

To identify funding for the remediation of Langbaurgh Ridge closed landfill site, and to undertake a procurement exercise to ascertain cost, ahead of a further decision to proceed with the project.

The report would seek approval of a decision to accept and approve the business case to develop a Care & Support Hub in Harrogate and proceed with its development,

The North Yorkshire Council-run Care & Support Hub would (if approved) provide specialist intermediate care as well as short and long-term specialist residential dementia care.

The report will set out the business case for the development of the Harrogate Hub, request approval for funding to proceed with its procurement as well as the Council’s aspirations with regard to Carbon Net Zero opportunities for the care and support hub building.

The Corporate Director of Resources has taken the following decisions in consultation with the Corporate Director of Health and Adult Services, the Deputy Leader & Executive Member for Finance & Resources, Executive Member for Health and Adult Services and Executive Member for Managing our Environment.

1. To note the detailed work undertaken to develop the proposal for a purpose-built Care & Support Hub (CSH) in Harrogate to address the escalating pressures on Health and Adult Services budgets driven by the requirement to purchase increasing levels of specialist older people’s residential care in the independent care sector, alongside the risk and issues faced with the current Elderly People’s Homes estate.

2. To approve a capital budget of £15.7m to procure, in accordance with NYC procurement processes, the development of a new Council-run Care & Support Hub in place of the existing Elderly Person’s Home; Station View in Harrogate, from the overall capital budget of £59.2m agreed by Council in February 2025.

3. To approve the proposed Beyond Compliance solutions on the new Harrogate Care & Support Hub site, with a cost of £219k.

3. To approve the proposed Beyond Compliance solutions on the new Scarborough Care & Support Hub site, with a cost of £202k.

North Yorkshire Council (NYC) proposes to enter into a land agreement with the landowners adjacent to Skelton South Bridge, Skelton, which will include provision for compensation. The agreement is required to enable NYC to temporarily use approximately 2.4 acres of land to construct a temporary bypass around the bridge, facilitating major bridge maintenance works, and to establish a site compound.

Approval of the attached Protocol for Decision-Making in respect of the Local Plan Call for Sites where NYC is both Landowner and Planning Authority.

To consider the results of consultation and determine whether to approve an Unauthorised Camping (Wild / Fly Camping) and Lighting of Fires and Barbeques Public Spaces Protection Order 2026.

To recommend charges for the 2206-27 Academic Year for the following: -
•Post 16 Home to School Transport; and
•Paid permits offered to non-eligible pupils where there is spare capacity in home to school transport

The Corporate Director has determined the cost of the contribution rate for the academic year 2026-27 to be £846

The council continue to offer 50% discount in respect of the contribution charges for Post 16 travel and paid permits utilising the criteria set out at Appendix B; and

The Terms and Conditions for the Paid Permits are not amended.

To seek approval to pursue an award of the North Yorkshire Council Washroom Services contract utilising Procurement Gateway 1 and 3 award process. Due to the value of the contract which is in excess of £500,000 key decision and publication on the forward plan is required

Approval of the Biodiversity Duty Report covering the period 1 April 2024 to 31 March 2025.

The introduction of a new residential disabled parking bay at 25 Beck Hole, Cayton is approved, as detailed in the Plan at Appendix A; and
the Assistant Chief Executive (Legal and Democratic Services) be authorised to seal the relevant Traffic Regulation Order by the Corporate Director, Environment and Executive Member for Highways and Transportation in light of the objections received and that the objectors are notified of the making of the Order within 14 days of it being made.

The introduction of a new residential disabled parking bay at 48 Captain Cooks Close, Staithes is approved, as detailed in the Plan at Appendix A; and
the Assistant Chief Executive (Legal and Democratic Services) be authorised to seal the relevant Traffic Regulation Order by the Corporate Director - Environment and Executive Member for Highways and Transportation in light of the objections received and that the objectors are notified of the making of the Order within 14 days of it being made.

Following the resolution of the recommendations made at the Executive Meeting on 31 March 2026, to accept:

• the delegation of powers from the York and North Yorkshire Combined Authority (YNYCA) relating to Local Transport as proposed by YNYCA on 27 March 2026, to operate from 27 March 2026 until 31 March 2027;
• the allocation of the capital and revenue funding from the YNYCA for 2026/2027

This decision was taken under the Chief Executive Officer’s delegated powers in paragraph 5.7 of the Officers’ Delegation Scheme due to the timing of the YNYCA’s decision regarding a future delegation to NYC on the expiry of the current delegation.

To allow a Discretionary Top Up Grant of £50,020.45 to enable a ground floor side extension to provide a separate bedroom and bathroom for a disabled child. Total value of the adaptations will be over £50K with the mandatory and discretionary funding in place.

To make an Order under section 91(1) of the Local Government Act 1972 temporarily appointing Councillor Alyson Baker, to Sutton under Whitestonecliffe Parish Council, to take effect upon the sealing of the Order.

To allow a Fast Track Grant to include a wash dry WC to simplify the grant process and installation for the client.

To seek approval for a new procurement arrangement to support the booking of emergency accommodation. The service is currently sourced on an ad hoc basis through various online platforms and, in some cases, directly with accommodation providers, with limited formal contractual arrangements in place.
The proposed approach is to put in place a compliant interim solution that will provide a consistent and controlled method for booking emergency accommodation, while a wider project is undertaken to develop a long-term procurement strategy for future service provision.
This proposal follows the completion of a direct award process using an established national framework agreement for travel, transport, accommodation, and venue solutions.

To approve the utilisation of a Government Commercial Agency (GCA) framework for the procurement of an online booking system for emergency accommodation (including bed and breakfast/hotels) for use by North Yorkshire Council in meeting statutory duties towards homeless households.

Following the sign-off of the Active North Yorkshire Membership and Pricing Review on 3 February 2026, the service is seeking approval to procure a digital online health and classes solution to support the new membership packages.
This procurement will enable communities, particularly those in rural areas who may not be able to access Active North Yorkshire hubs, to have improved and affordable access to health and wellbeing services. The procurement will focus on providing:
•Private GP appointments for members and their households
•Remote physiotherapy sessions
•Access to qualified dieticians
•24/7 mental health support
•On-demand workouts and classes (noting that this element may be delivered through a separate procurement exercise depending on supplier capability)
The procurement will cover the supply of these remote services and ensure integration with Active North Yorkshire’s Leisure Management System, giving customers seamless and enhanced access to health and wellbeing services.
Approval is required to proceed with the procurement and implementation of the digital online health platform.

To approve the procurement of a contract for the provision of a virtual online health service to complement the Active North Yorkshire membership model.

To provide comments to a government consultation relating to Section 77 of the Town and Country Planning Act 1990 (TCPA 1990) empowering the Secretary of State to make directions requiring applications for planning permission, to be referred to him for determination (‘called in’) instead of being dealt with by Local Planning Authorities ( LPAs). The comments are set out in the attached response document.

To submit the attached response in relation to a government statutory consultation which seeks views on the draft regulations and guidance underpinning planning committee reforms relating to the Planning and Infrastructure Act 2025.

The report is for the conversion of a number of properties owned by the Council, which are currently empty into temporary accommodation for homeless households.

Approval has been given for the conversion of the 3 empty properties in Scarborough into?8 flats to be used as temporary accommodation for homeless households.

To allow a Non-Means Tested (NMT) Grant to replace a hot water cylinder with a larger tank as the existing one provides insufficient hot water to fill a specialist bath. To allow the Housing Association who own the property to undertake the works so as not to invalidate the warranty
of the Air Source Heat Pump Heating System.

BT have advised NYC that they intend to remove some more last at site payphones and kiosks within North Yorkshire. BT have placed 90 day Notices in further payphone kiosks across the authority. The Council has the opportunity to consider these payphones and kiosks and either to support BT with the removal or object to the removal.

Approve the North Yorkshire Council response on BT payphones April 2026 in the following settlements: Norton on Derwent, Scarborough, Richmond, Gilling West, Colburn, Towton, Tadcaster and Sutton in Craven

That amendments to the Housing Complaints Policy be approved.

The purpose of this report it to seek approval from the Corporate Director of Community Development to reprocure North Yorkshire Council’s Site and Event Security provision. The current framework agreement is due to expire on 31 December 2026.

The Authority proceed with a competitive procurement process for the procurement of a new legal caseworks management system.

The Authority will extend the existing contract for Radio Frequency Identification (RFID) Self Service kiosks provided in Libraries by Bibliotheca for 3 years. The extension will take effect from 1 April 2026 and will continue until 31 March 2029.

The extension value is £150,838.56 inclusive of VAT.

To approve North Yorkshire Council’s Rent Setting Policy, which sets out a clear and transparent county-wide approach to setting the rent charged for its Social Rent, Affordable Rent and Shared Ownership properties as a landlord. The policy clarifies the statutory and regulatory obligations which the Council will follow and ensure that a fair and consistent approach is adopted across all housing management areas.
