As per Executive, held Tuesday 4 November 2025, approval in principle was given for investment of £36m in Skipton Leisure and Well Being Hub, Whitby Leisure Centre, Ryedale Swim and Fitness (Pickering) and Selby Leisure and Well Being Hub. Approval was granted to develop the next stages of the business cases and design works. In line with the delegated authority the draw down of a further £305,000 funding from this earmarked Strategic Capacity Reserve for the Leisure Investment Strategy is approved in order to develop the designs at Skipton and Selby to the next stage.

The Local Authority approves, through its discretion, a ‘nearest gate in the federation’ for home to school travel arrangements to Middleham and Spennithorne schools.

This decision is conditional upon the Federation of Middleham (VA) and Spennithorne (VC) CE Primary Schools continuing to provide support with inter-school transport where that is required under the home to school travel policy.

Direct Award contract to Thomas Armstrong for the urgent repairs of Potts Beck (Litton) Bridge - under NEC4 Contract Option E on the CECF 2026 Civils Lot Two Framework.

The report details the proposals for the consultation on the draft North Yorkshire All-age Carers’ Strategy with a recommendation for a 8-week public consultation from 3 August 2026 to 27 September 2026.

North Yorkshire Council must designate a neighbourhood area if it receives a valid application and some or all of the area has not yet been designated (Section 38A of the Planning and Compulsory Purchase Act 2004).

Bishop Monkton Parish Council submitted an application to North Yorkshire Council to designate the Parish Council area as a Neighbourhood Area. As per the regulations, the Council is required to designate the neighbourhood area without consultation as it relates to the whole of a single parish.

The Executive Member for Open to Business approved the designation of the Bishop Monkton as a neighbourhood area under Part 2(7) of the Neighbourhood Planning (General) Regulations 2012 (as amended), to enable the next stages of the development of a neighbourhood plan to commence.

Approval is sought to go out to publication consultation on the renewal the current area 3 of the selective licensing scheme which covers Scarborough (South), following a review of the data and evaluation of current schemes. With a proposed implementation of 1 May 2027, subject to consultation.
