North Yorkshire Council must designate a neighbourhood area if it receives a valid application and some or all of the area has not yet been designated (Section 38A of the Planning and Compulsory Purchase Act 2004).

Bishop Monkton Parish Council submitted an application to North Yorkshire Council to designate the Parish Council area as a Neighbourhood Area. As per the regulations, the Council is required to designate the neighbourhood area without consultation as it relates to the whole of a single parish.

The amendment confirms that flexible (fixed-term) tenants are considered to have the same eligibility for the Right to Buy as secure tenants, subject to meeting the statutory qualifying criteria. It also clarifies that the existence of a fixed-term tenancy does not, in itself, prevent eligibility and that applications must not be refused solely on this basis. A consequential minor amendment has also been made to Section 4 of the policy to remove wording that could be interpreted as limiting eligibility to secure tenants only.

Deployment of the Crisis and Resilience Fund allocation for the period 01 April 2026 to 31 March 2027, as approved by Executive on 21 April 2026:
• That Executive notes the Crisis and Resilience Fund (CRF) allocation confirmed by Government for North Yorkshire Council for the 2026/27 financial year of £6,644,811.48, and the national transition from existing discretionary support arrangements to the new CRF framework.
• That Executive notes and approves the inclusion, within the overall CRF allocation, of targeted discretionary fuel related support to assist low-income households experiencing financial hardship and rising living costs, including those living in off gas properties reliant on LPG, heating oil or other alternative fuels. This includes additional one-off Government funding of £1,061,623 for 2026/27, to be delivered through the Crisis and Resilience Fund in line with national guidance.
• That Executive approves and delegates authority to the Corporate Director – Resources (Section 151 Officer), in consultation with the relevant Executive Member, to operate and apply the approved CRF framework and Housing Payments Policy, including:
o Administering individual CRF awards (including Housing Payments and fuel related support);
o Managing and monitoring expenditure across CRF strands to ensure compliance with grant conditions and value for money; and
o Making minor operational amendments required, reporting back to Members as appropriate.
• That in line with the Department for Works and Pensions (DWP) guidance, the Council will deliver the Crisis and Resilience Fund based on a local eligibility framework.
• Local Eligibility Criteria’s have been produced to support the delivery of the Fund.
• Funding allocations have been assigned to all four strands of the scheme:
o Crisis Payments – cash first support for households facing an immediate financial shock
o Housing Payments – support towards housing costs, replacing Discretionary Housing Payments
o Resilience Services – preventative and early help services that improve financial stability
o Community Coordination – strengthening local referral pathways and join up between services
• North Yorkshire Council Delivery Plan will be submitted to the DWP on 1 July 2026 to reflect the programme.

This is a re-procurement of an existing service, originally established in 2009 by Scarborough District Council as a rolling contract for the provision of Beach Lifeguard Services.
The current provision has been delivered effectively by the incumbent, with services operating successfully to support public safety.
However, the existing arrangements require updating to reflect changes in local authority governance, current legislative and procurement requirements, and evolving operational needs.
Following the publication of a Request for Information (RFI) no expressions of interest were received from any other perspective supplier therefore a decision is required to Direct Award the contract to the Royal National Lifeboat Institution (RNLI) for a period of 5 years with an option to extend for a further 5 years should both parties agree.
