The Authority has awarded a contract to Capita Pensions Solutions Limited after running a further competition via the National LGPS Multi-Provider Framework Agreement for the Integrated Service Providers (ISP) and the Provision of Member Data Services NCCT42646.

The new contract is to commence on the 1 July 2024 for an initial period of 4 years with the option to extend for a further 2 years.

The contract value is £148,725.60 (exc VAT)

To agree the indicative headline highways maintenance capital allocations for the financial year 2025/26 based on current funding assumptions.
Grant approval to carry out the relevant procurement processes.
This allows a draft 2024/25 programme to be developed for approval in Summer 2025

Authorisation for the

The purpose of this organisation is to support the care market in North Yorkshire ensuring that care providers are involved and informed across a whole range of quality, safety, finance, and business operating aspects. The organisation is required to engage and contribute to, local, operational and system wide discussions. The organisation is consulted on matters affecting the care market in North Yorkshire and represents the care market in negotiations around the annual inflationary uplift award.

A service agreement is in place ceasing on 30th September 2024. The new Care Market Representative contract will commence from the 1st October 2024.

Approval has been given to commence a procurement of the care market representative contract, but with an amended agreement of 3 years + 2 years option. Agreement to increase the current budget by a nominal uplift to an annual value of £40,000 per annum.

The report sets out a recommendation to agree the designation of the whole of Hovingham Parish as a Neighbourhood Area under Part 2(7) of the Neighbourhood Planning (General) Regulations 2012 (as amended), to enable the next stages of the development of Hovingham Neighbourhood Development Plan to commence.
This is considered a key decision because the designation effects two settlements. The village of Scackleton falls within the parish boundary of Hovingham Parish Council. The area designation matches the boundary exactly, therefore both settlements will form part of the Neighbourhood Plan Area, if approved.

To approve the designation of the whole of Hovingham Parish as a Neighbourhood Area under Part 2(7) of the Neighbourhood Planning (General) Regulations 2012 (as amended), to enable the next stages of the development of Hovingham Neighbourhood Development Plan to commence.

The Assistant Director of Housing has approved to procure 3 contractors to complete the services required for Minor works on 3 Properties within the Harrogate area.

Officers are recommending approval of the West Harrogate Infrastructure Delivery Strategy (WHIDS). It has been prepared in order establish the timing and delivery of the infrastructure to support the development sites in West Harrogate. This work will inform the section106 requirements aiding efficient determination of planning applications.
It includes estimated phasing, build-out trajectories and apportionment of costs. The strategy documents can be used as a tool for delivery of the developments and their associated infrastructure by relevant authorities, service providers and developers.
Officers are recommending an update to the current West Harrogate Parameters Plan (WHPP) Appendix A (approved in February 2022).

i) Agree the West Harrogate Infrastructure Delivery Strategy for the purposes of information and guidance to officers and members of North Yorkshire Council in
determining planning applications at West Harrogate and in delivery of strategic infrastructure associated with housing and employment delivery at West Harrogate.

The decision is required to submit the scheme for renovation and new façade for the Selby station building, to accompany the Transforming Cities Fund scheme, in partnership with Network Rail / Trans Pennine Express, for funding of £700,000.
