It has been agreed to extend the contracts for the provision of North Yorkshire Horizons (specialist adult drug and alcohol service) and North Yorkshire RISE (specialist young people’s drug and alcohol service) to 31 March 2026.

To undertake a procurement exercise for Hard Facilities Management Asbestos Abatement – asbestos removal

To undertake a procurement exercise to establish new arrangements for the delivery for Hard Facilities Management Asbestos Abatement – Asbestos Removal for North Yorkshire Council.

Following the publication of statutory notices, to determine whether to increase pupil numbers at Springwater School, effective from 1 September 2025.
If there are no objections to the statutory notices, this decision will be taken by the Executive Member for Education, Learning and Skills at the meeting with the Corporate Director - Children and Young People’s Service

to permanently increase pupil numbers at Springwater School from 112 to 157 places from 1 September 2025.

To undertake a procurement exercise for the continuation of service provision for the cleaning of public conveniences in the areas of Harrogate, Malton, Skipton and Selby. This will form part of the review of the service with further potential for the areas of Scarborough and Richmond to follow on, this will however require further approval at a later date.
The replacement contract that will include all public conveniences listed above and will replace current contracts in place that are either coming to an end or are on a short term rolling monthly contract.

Cllr Baker’s husband and parents’ in-law are buried in the graveyard.

To approve the introduction of the Traffic Regulation Orders required for the Harrogate Transforming Cities Fund project.

i) The Corporate Director, Environment, in consultation with the Executive Member for Highways and Transportation, does not consider a Public Inquiry is appropriate for the reasons set out in para 9.1 and 9.2 and approves the making of TROs numbered 1 to 4 in Section 3.0 of the report;

ii) the proposed TRO numbered 5 is modified in line with the proposals as set out in section 3.0 of this report and the Council will take steps in line with the requirements set out in Regulation 14 of the Local Authorities’ Traffic Orders (Procedure) (England and Wales) Regulations 1996 and

iii) the Assistant Chief Executive (Legal and Democratic Services) be authorised to seal the relevant Traffic Regulation Order by the Corporate Director, Environment in consultation with the Executive Member for Highways and Transportation in light of the objections received and that the objectors are notified within 14 days of the order being made.

The response to the Government consultation on “Enabling Remote Attendance and Proxy Voting at Local Authority Meetings” has been provided to support giving Local Authorities the flexibility to allow remote meetings.

The purpose of this report it to seek approval from the Corporate Director of Children and Young People’s Services to reprocure North Yorkshire Council’s Clinical Practitioner Service Offer. The current contract is due to expire on 31st March 2025.

The re-procurement of North Yorkshire Council’s Clinical Practitioner Service Offer – Psychologically Informed Partnership Approach (PIPA) and approve a contract length of 3 years with an option to extend for a further 2 years, commencing from 1st April 2025.

To approve the first extension of the Carers Support Service contract for a period of three years commencing on 1/7/2025.

To approve the extension and variation of Carers Support Services for a further 3 years commencing 01 July 2025.

Re-procurement of an existing service provision – Background Support at Esk Moors Lodge, Castleton.

To proceed with the commissioning of a new contract for Background Support Services at Esk Moors Lodge Extra Care Scheme.

To undertake procurement for the interim supply of wheeled bins.
The proposed route to market is a further competition through YPO’s Plastic Wheeled Bins including Distribution/Collection Services – 1040, lot 1.

To undertake the procurement for a contract for the manufacture and delivery of two wheeled plastic bins to the Authority.

To seek approval to submit applications for funding from the Environment Agency Grant in Aid and Flood and Coastal Committee Local Levy fund to support the delivery of Property Flood Resilience to Derwent Villages:
•for £350k of the available Environment Agency Flood Defence Grant in Aid funding to enable scheme development through 2024/25 and grant approval of the funding application;
•for £480k of the available Flood and Coastal Committee Local Levy and grant approval of the funding application.

The submission of an application for
- £350k of the available Environment Agency Flood Defence Grant in Aid funding to enable scheme development through 2024/25 and grant approval of the funding application; and

- £480k of the available Flood and Coastal Committee Local Levy and grant approval of the funding application.

To bring forward proposals to harmonise the operation of the seven outdoor markets managed by North Yorkshire Council and thereby ceasing the subsidised stall set up service provided to some stall holders at Knaresborough and Ripon markets.

To note the contents of the Equalities and Climate Change Impact Assessments; and
i) agree that the current subsidised stall set-up arrangements be discontinued by North Yorkshire Council;
ii) agree that the implementation is delayed by a period of six months to minimise the impact on trading over the busy Christmas period, and to allow separate discussions support by the Localities Team to continue with Knaresborough Town Council and Ripon City Council in relations to their devolution ambitions;
iii) agree that existing promotion of the markets is expanded to mitigate any adverse impacts from changing the operating model;
iv) confirm that the outcome of this report be communicated to affected staff so the necessary formal HR processes can be conducted.

Approval, as advertised, of the removal of the existing residential disabled parking bay at 18 Park Terrace Whitby

Not approved - the introduction of a new residential disabled parking bay at 20 Holbeck Hill, Scarborough.

Assistant Chief Executive (Legal and Democratic Services) be authorised to seal or revoke the relevant Traffic Regulation Order in light of the objections received and that all responders are notified of the making or revocation of the Order within 14 days of it being made.

The proposal to introduce the 20 Mph speed limit as outlined in the report and detailed in Appendix A of the report is agreed and

the Assistant Chief Executive (Legal and Democratic Services) be authorised to allow the 20Mph Speed Limit traffic regulation order as identified in Appendix A of the report (subject to the amendments and recommendations approved by the Corporate Director – Environment, in consultation with the Executive Member – Highways and Transportation in light of the objections received) and that the objectors are notified within 14 days of the decision being made.

It was agreed that a bid should be submitted to the Mayoral Combined Authority for the development of Seamer Station, Scarborough.

The commencement of a formal consultation on the proposed ETRO prohibiting goods vehicles in excess of 7.5t between the hours of 07:00-09:30am and 15:00-16:30pm Monday-Friday on Hambleton Grove, Knaresborough was approved.
