This report seeks approval to procure a
provider for the management of Gypsy, Roma and Traveller (GRT)
sites across North Yorkshire.
This procurement will appoint a provider to:
•Manage North Yorkshire Council’s GRT sites.
•Deliver integrated domestic abuse support.
The provider will be responsible for:
•Day-to-day site management and operational staffing.
•Delivering IDVA/ISVA-standard domestic abuse support.

The domestic abuse support element is grant funded and subject to

The current contract with Horton Housing is due to expire. A new

compliance with procurement regulations. The service is essential
to support vulnerable residents and maintain safe, well-managed
sites.
The provider will collect rent directly from residents and manage
tenancy agreements. They will also manage utility contracts,
sub-metering, and recharges to tenants, ensuring accurate billing
and payment to suppliers.
The domestic abuse support element is funded through an annual
grant of £50,000. However, this funding is not guaranteed for
the full contract term and is subject to annual confirmation.
The contract will run for an initial period of two years, with the
option to extend for up to two additional one-year periods, subject

Decision:
Pest Control Fees 2026-27 are approved, as
detailed in Appendix A of the report subject to the following
amendments to the Education Annual Contracts to increase by 5%
(with rounding to the nearest pound) which is consistent with the
other treatment fees for schools:

Schools) now £505.00

The contract for the provision of the shared
cost AVC scheme for employees in the Local Government Pension
Scheme to further save towards their retirement will expire on 2
May 2026. The Authority is looking to re-procure a contract for the
continued provision of this scheme.
There are currently 518 employees with salary sacrifice agreements
in place for this scheme. The continued offer will ensure current
and future employees retain the option of saving towards their
retirement on top of their LGPS, while making savings on their tax
and National Insurance contributions. The council also achieves
savings via employer national insurance savings arising from those
participating in the scheme and the reduction on their gross
pay.
The decision to be taken relates to procurement of the scheme which
has a significant published contract value, with the council paying
costs to administer the scheme as a percentage of the value of the
salary sacrificed sums. Based on current council costs and trends
in increasing employee participation, this will potentially reach
and go beyond £500k over the course of the contract of 4
years. Additionally, savings arising from participation in the
scheme were £262.5k in 24/25 and are projected to be
£340k in 25/26 and follow a similar trend in future
years.
This is an in/out spend resulting in the council saving on the
participation rather than spending from existing budgets.

North Yorkshire Council must designate a
neighbourhood area if it receives a valid application and some or
all of the area has not yet been designated (Section 38A of the
Planning and Compulsory Purchase Act 2004).
Tockwith with Wilstrop Parish Council submitted an application to
North Yorkshire Council to designate the Parish Council area as a
Neighbourhood Area. As per the regulations, the Council is required
to designate the neighbourhood area without consultation as it
relates to the whole of a single parish.
Whilst no decision is required of Executive Member or Officer, the
application to designate the area is being identified for entry on
the Forward Plan as there is more than one community/village within
the proposed (Parish Council) area. As such, it has been placed on
the forward plan for transparency and openness.
