To procure NCFE as North Yorkshire County Council’s End Point Assessment (EPA) Independent Assessment Organisation (IAO), Training & Learning apprenticeship awarding body. Awarded via YPO Framework 833 Apprenticeships and Associated Training from the 1st August 2022, and expires on the 31st July 2024. Contract incorporates optional extension for up to one additional period of 24 months, 1st August 2024 – 31st July 2026.

Award of the contract for Marage Path Retaining Wall (No.3845.1) Rebuild to Wilf Noble Construction for £226,079.

This is a capital scheme and exceeds the budget of £180,000 from the reserve created. The difference will be made up from the H&T Capital Programme Allocation.

Award of the contract for West Harlsey Culvert (No.933) Replacement to Hinko Construction Ltd for £68,246.73.

The scheme is from the Capital Budget and tender price fall below the £80,000 budget

Acceptance of three grant applications for funding from Government departments

• £268,250 from BEIS for delivery of the York and North Yorkshire Growth Hub business support service;
• £277,000 from DfE for delivery of the York and North Yorkshire Careers Hub Network;
• submission of a full application to the DCMS Create Growth Programme

Grant Acceptance of :
• £268,250 from Department of Business, Energy and Industrial Strategy (BEIS) for delivery of the York and North Yorkshire Growth Hub business support service;
• £277,000 from Department for Education (DfE) for delivery of the York and North Yorkshire Careers Hub Network, to provide support services to 75 schools and colleges.

Award of the contract for Hawes Rope Makers Culvert Strengthening (No.1972) to JN Bentley for £63,044 from the Revenue Budget. The form of contract will be a NEC4 ECC Option A and awarded under the CECF 2021.

Award of the contract for Limehouse Lane Culvert Strengthening (No.1123 and 1124) to Thomas Armstrong Construction for £64,396 from the Revenue Budget. The form of contract is an NEC4 Short.

That a contract is awarded to Lifespan Structures Ltd for the provision of supplying 3No. GRP footbridges to NYCC (4m, 5m, and 12m). The form of contract will be a NEC4 Supply contract for the sum of £61,455.00. Delivery is expected September / October 2022.

A contract be awarded to Thomas Armstrong Construction Ltd for the provision of carrying out a maintenance works contract to Gray Bridge, North Yorkshire. The form of contract will be a NEC4 ECC Option A and awarded under the CECF 2021 for the sum of £51,188.00.

A contract be awarded to P C Richardson & Co for the provision of carrying out a maintenance works contract to Intack Bridge, North Yorkshire. The form of contract will be a NEC4 Short Contract for the sum of £60,200.00 and is scheduled for June 2022. Scheme is funded from the Bridges revenue budget, the estimated price was £40,000.00, so no previous record has been submitted for approval to procure.

the Executive Member for Open to Business:
i. authorises the submission of an Expression of Interest for grant (revenue) funding of £150,000 from the Woodland Creation Accelerator Fund - spread over two years 2022/23 and 2023/24.

ii. delegates the acceptance of any grant funding offered as a result of this expression of interest bid to the Corporate Director Strategic Resources following consultation with the Corporate Director Business and Environmental Services and the Assistant Chief Executive (Legal and Democratic Services) subject to an acceptable MoU and terms and conditions being received.
