To allow a Discretionary Top Up Grant of £48,509.32 to enable the conversion of a lounge to a bedroom and bathroom with a specialist bath and the costs for a small ground floor rear extension to replace the lost family room. To approve fees paid by parents for their children’s instrumental music tuition for the academic year 2026/2027

The Corporate Director - Children and Young People's Service increases all music service fees and charges by 3.4% for the academic year 2026/27

To request approval to consult early years’ providers, mainstream schools and academies and special schools and academies within North Yorkshire on early years’, mainstream school and special school funding proposals for the 2027-28 financial year.

CYPS Executive Members, in conjunction with the Corporate Director –have approved for consultations to be undertaken as follows:

a. With mainstream schools and academies within North Yorkshire; subject to the receipt of further funding information from the DfE for the 2027-28 financial year and based on previous years, the expected principle-based consultation content is:

• The level of the Minimum Funding Guarantee (MFG) for 2027-28
• The methodology to be used in the event of any surplus or shortfall in funding on the Schools Block DSG after the calculation of school funding formula allocations using the NFF values, as determined by the DfE.
• The calculation of the 2027-28 notional SEN budget, in the event that, based on the latest analysis of the numbers of pupils with SEND in mainstream schools and academies, the notional budget is required to be amended.

b. With special schools and academies within North Yorkshire; subject to the receipt of further funding information from the DfE for the 2027-28 financial year and based on previous years, the expected principle-based consultation content is:

• The level of the Minimum Funding Guarantee (MFG) for 2027-28, in the event of the funding level increase not being prescribed by the DfE.

c. With early years providers within North Yorkshire; subject to the receipt of further funding information from the DfE for the 2027-28 financial year and based on previous years, the consultation is expected to be principle-based in respect of:

• The early years provider base funding rates for 3 and 4-year-olds (universal and working parent entitlement), 2-year-olds (early learning and working parent entitlements) and 9-month-olds working parent entitlement for 2027-28
• The level of the early years Special Educational Needs Inclusion Fund (SENIF) for 2027-28
• Any other funding consultation deemed to be required for the 2027-28 financial year in response to the DfE national consultation on proposed changes to early years funding.

The report seeks to gain support from Health and Adult Services Executive that the Director of Public Health in consultation with the Executive Member for Health and Adult Services approves
the extension of the S75 partnership agreement with Harrogate District NHS Foundation Trust
for the delivery of the 0-19 Healthy Child Programme from April 2027-March 2029.

Approval has been given to extend the Section 75 Partnership Agreement with Harrogate and District NHS Foundation Trust for the delivery of the 0-19 Healthy Child Service, for the period 1 April 2027 to 31 March 2029.

As per Executive, held Tuesday 4 November 2025, approval in principle was given for investment of £36m in Skipton Leisure and Well Being Hub, Whitby Leisure Centre, Ryedale Swim and Fitness (Pickering) and Selby Leisure and Well Being Hub. Approval was granted to develop the next stages of the business cases and design works. In line with the delegated authority the draw down of a further £305,000 funding from this earmarked Strategic Capacity Reserve for the Leisure Investment Strategy is approved in order to develop the designs at Skipton and Selby to the next stage.
