Within the forthcoming public Hearing the Authority is to take a neutral stance towards the amendment proposed by the Planning Inspectorate.

The opposed Diversion Order be referred to the Secretary of State and that within the submission the Authority supports the confirmation of the Order.

That a contract is awarded to Lifespan Structures Ltd for the provision of supplying 3No. GRP footbridges to NYCC (4m, 5m, and 12m). The form of contract will be a NEC4 Supply contract for the sum of £61,455.00. Delivery is expected September / October 2022.

To agree to undertake a procurement exercise to secure Home to School (statutory duty) and Local Bus Service contracts in Hambleton, Selby, Scarborough and some miscellaneous areas

Agreement to proceed with the re-procurement of transport services in the Hambleton, Scarborough, Selby and Miscellaneous areas for both Local Bus (excluding Hambleton) and Mainstream Home to School transport services.

To seek approval to extend the YorBus Pilot Scheme for up to 12 additional months from July 2022

Agreement to the extension of the YorBus Pilot Project for up to 12 additional months from July 2022, noting the additional costs of £228,899 during 2022/23 will be funded from existing IPT budget allocations.

Seek acceptance of capital funding from the Environment Agency totalling £200,000, spread over three years 22/23, 23/24 and 24/25. This collaborative agreement will provide project management for the Foss Catchment Project.

Authorisation is granted to accept capital funding from the Environment Agency totalling £200,000 – spread over three years 2022/23, 23/24 and 24/25 and approval for the Corporate Director, Strategic Resources to accept the grant.

To seek approval from the Assistant Director of Technology and Change Management for the re-procurement of the Authority’s Door Access and Security System

The Assistant Director, Technology and Change has approved the direct award for the Door and Security Access System to the incumbent Supplier, Softcat Plc, through the KCS Software Products and Associated Services Framework in order to utilise Access IT Data Limited as part of their supply chain.

The value of the contract is estimated to be up to £751,406.25 however the number of installations and support required is variable and may be impacted by LGR.

The duration of the contract shall be for an initial term of 2 years, with the option to extend (2 x 12 months). The potential maximum term is 4 years.

To accept the recommendation by County Councillor Andy Solloway to award £1,500 of his Locality Budgets funding to fund the purchase of materials and equipment for the New Street community garden project with Carleton in Bloom.

To accept the recommendation by County Councillor Andy Paraskos to award £1,000 of his Locality Budgets funding to fund the materials and hire of the petting farm for the show with Tockwith and District Agricultural Society.

To accept the recommendation by County Councillor Andrew Lee to award £1,300 of his Locality Budgets funding to fund the toilets, insurance, Circus Skills, compostable glasses, live music and equipment hire for Appleton Roebuck Community Events Group.

The Corporate Director - Strategic Resources in consultation with the Deputy Leader, the Monitoring Officer and the Section 151 Officers of the District Councils has approved the specific consents attached in Appendix 1 to the report.

Approval for the submission of a bid for the LEVI Pilot Fund which, if successful will bring in £2.0M of capital funding to NYCC. A further report will be brought forward if successful, with full details, prior to acceptance of the funding.

To award a construction contract to Tom Willoughby Ltd at a value of £192,020.52 for an element of reroofing works at Ingleby Greenhow CE VC Primary School.

To award a construction contract to Walter Thompson (Contractors) Ltd at a value of £468,354.50 for an element of re-roofing works at Risedale School and Wavell Junior School, Catterick.

Procurement of Agency Worker Supply

That the Authority proceed with the procurement of a Neutral Vendor Managed Solution for the supply of temporary agency staff via ESPO Framework 653 Managed Services for Temporary Agency Resources (MSTAR3).

To agree fee levels and the Fee Policy Statement for 2022/23. Fee levels are reviewed annually in line with the Council’s Fees and Charges Strategy.

That the fee for Community Learning be increased from £4.60 (last updated 2021/22) per hour to £4.80 per hour (2022/23).

That the Community Learning learner fee policy statement for 2022/23 be approved for publication.

To seek approval to begin a public consultation on a change of designation for Caedmon College, to enable the addition of a targeted mainstream provision for Special Educational Needs.

To approve public consultation on proposals to add provision for Special Educational Needs by providing Special Resourced provision in the form of Targeted Provisions at Caedmon College, Whitby.

The indicative headline structural highways maintenance capital allocations based on current planning assumptions agreed and grant approval to carry out the relevant procurement processes; and

approval of two additional schemes to the Highways Capital Forward Programme for Structural Highway maintenance identified since the last Highways Capital Programme report dated 20 August 2021:
i) repairs to damaged culvert on Goose Track Lane – Ryedale
ii) repairs to damaged culvert headwall on Fulham Lane, Selby

Approve the use of the NYCC Cycle Design Guide as a local guide for supporting the use of LTN 1/20 in North Yorkshire.

To approve the proposed methodology to be used to assess potential cycle corridors to complete stage five of the Harrogate Local Cycling and Walking Infrastructure Plan (LCWIP).

To finalise and submit the consultation responses on the UK Emissions Trading Scheme consultation before the deadline of 17 June 2022.

The recommendations set out in the report have been approved and the proposed speed limit changes as advertised can be implemented.

To award a construction contract to tom Willoughby Ltd at a value of £171,301.67 for the remodelling of accommodation to form SEN provision at Thirsk School and Sixth Form College.

To award a construction contract for toilet refurbishment works, and removal of a prefabricated classroom unit at Ripon Holy Trinity Junior School and entrance and office alteration at Ripon Holy Trinity Infant School.

To award a construction contract to Walter Thompson (Contractors) Ltd at a value of £540,736.42 for toilet refurbishment works, and removal of a prefabricated classroom unit at Ripon Holy Trinity Junior School and entrance and office alteration at Ripon Holy Trinity Infant School.

To consider/approve the proposals for services to be delivered by Yorwaste Ltd.

The addition of two new Schedules to the Services Contract between NYCC and Yorwaste Ltd to deliver the provision of a bulky waste collection and skip service.

Implementation of the decision is subject to the necessary Gate 4(a) document being completed.
