Following the Leader’s decision on 21 September 2021 with regard to the consultation response on the preferred contents of the Structural Change Order, the Department of Levelling Up, Housing and Communities have written to the eight Councils in North Yorkshire on 3 November 2021 with a copy of a draft SCO for comments.

A copy of the draft Order has been shared confidentially with Members and the Leader has determined to respond to the latest consultation with the comments attached to this Decision Record.

The Leader considered representations submitted by some of the Councillors and the approved responding to the consultation to thank the Department for the contents of the Order and to make some suggestions with regard to the names of some of the Wards. To agree the local eligibility framework to be used to distribute the Household Support Fund

To agree the Local Eligibility Framework and Approach for the allocation of Household Support Fund to provide support to households who would otherwise struggle to buy food or pay essential utility bills or meet other essential living costs this winter. The £3.54m allocation is being made available to NYCC by DWP to cover the period October 2021 to March 2022. Funding will be provided through supermarket vouchers, food banks, Warm and Well, and NYLAF.

To accept the recommendation by County Councillor Greg White to award £540 of his Locality Budgets funding to purchase a Speech & Language Assessment Tool for Pickering Community Infant and Nursery School.

To accept the recommendation by County Councillor Peter Sowray to award £2,000 of his Locality Budgets funding to fund the purchase and installation of moveable VAS signs and bases.

To accept the recommendation by County Councillor Carl Les to award £2,000 of his Locality Budgets funding to the provision of new fencing and tarmac for the Scorton cemetery extension.

To accept the recommendation by County Councillor Andy Paraskos to award £1,000 of his Locality Budgets funding to purchase and install a vehicle activated sign for Green Hammerton.

To accept the recommendation by County Councillor Andy Paraskos to award £300 of his Locality Budgets funding to purchase a set of Christmas lights for Great Ouseburn village green.

To accept the recommendation by County Councillor Andrew Jenkinson to award £5,000 of his Locality Budgets funding to the creation of a traffic island on Maple Drive, Scarborough.

To accept the recommendation by County Councillor Janet Jefferson to award £500 of her Locality Budgets funding to the purchase of Christmas lighting for the Lighthouse on Scarborough Harbour.

To accept the recommendation by County Councillor David Blades to award £4,850 of his Locality Budgets funding to the provision of materials and labour for the Mill Lane footpath improvements with NYCC Highways.

Having considered the report “Annual Report of the Audit Committee”, which was considered at the informal meeting of Audit Committee Members on 25 October 2021, and the views of the Members and External Members of the Audit Committee, the Chief Executive Officer agreed that the draft annual report of the Audit Committee be approved prior to its submission to the County Council.

That authority is delegated to the Corporate Director – Strategic Resources in consultation with the Chairman of the Audit Committee to approve the Final Statement of Accounts and Letter of Representation, unless there are any material changes resulting from the final stages of the audit. Where any material issues arise, the Statement of Accounts and Letter of Representation will be raised at another meeting of the Audit Committee.

The Chief Executive Officer considered four appeals against the Authority’s decision not to provide assistance with home to school transport for tone Post 16 student and three appeals for secondary school transport. The Post 16 appeal was UPHELD and for the three remaining secondary school appeals, one was deferred to the next meeting and the remaining two appeals were NOT UPHELD. For all of the appeals the reasons are set out below in this decision record.
