Following an open procurement exercise, the
decision has been taken to award framework agreement and call-off
for Debt Recovery and Tracing Services to JTR Collections.
The contract will commence on 1st October 2021 and the initial term
is three years with one extension available.
The evaluation panel concluded that the
successful supplier’s bid demonstrated a comprehensive and
well evidenced understanding of the Council’s requirements
and represented best value for the Council.
The successful supplier had the achieved and highest score at the
conclusion of the evaluation process and the evaluation panel were
satisfied to recommend the contract be awarded to the successful
supplier.
Due to the type of debt that the Council
collects there were no suitable alternative arrangements in place
that could meet the Council’s requirements. Public
procurement frameworks typically focus on debt covered by the
Taking Control of Goods Regulations 2013 which is not applicable
here.
Due to the period of time the existing arrangement had been in
place, continuing with the existing supplier without undertaking a
competitive exercise was not possible.
Another bid was received during the procurement exercise, however,
no justification could be provided to award to any other supplier
other than the first ranked supplier at the conclusion of the
evaluation.
