Decision:

Award of the contract for Oakbeck Bridge replacement scheme to Howard Civil Engineering for £1,067,929.93.
The scheme is from the Capital Budget and has exceeded the 21/22 allocated budget of £750,000.00. The remaining £317,929.90 will be funded from the 22/23 Capital Budget as the scheme will be undertaken during both financial years.
Not open to call-in.

Reasons for the decision:

Oakbeck Road bridge and Oakbeck footbridge are in need of urgent attention that needs to be carried out this financial year as a priority sooner rather than later to prevent further structural integrity of both bridges. This new scheme will remove and replace both bridges installing a new one wider concrete structure allowing for 3no. Road lanes and 2no. Footpaths which will cater for the increasing traffic and future developments including allowing abnormal load vehicles over the road bridge.
Out of the 3 tenders that were returned, Howard Civil Engineering returned a complaint tender with the cheapest cost to carry out the scheme works.
To allow for the funding to be split over two financial years the scheme on-site start date will be pushed back to January 2022. This is to by-pass the Christmas period and works shutdown period resulting in no traffic congestion issues around the A59 to A61 roundabout in Harrogate.

Alternative options considered:

Leaving the existing structures is not an option. The footbridge has been repaired previously and the repairs have failed, the structure is now considered to be at the end of its life and is beyond economic repair. The existing road bridge was temporarily repaired and strengthening would be difficult in the location and achieving load carrying capacity would also be difficult.
