To award the contract to Herts of Learning for a period of 24 months, to ensure the School Improvement Service can increase the knowledge, competence and effectiveness of governing bodies. The total contract value is £73,000.

A School Governance Service Level Agreement has been implemented from September 2021. This is a traded offer to replace a free at the point of access service, providing advice, support and training to governing bodies.

The provision of e-learning modules for School Governance training has limited market providers, with only Modern Governor and the National Governance Association being known to the Local Authority. The portfolio of courses within Modern Governor was evaluated as being a more comprehensive offer and would provide the necessary skills and knowledge training required.

Under Contract Procedure Rule CPR 16.1 A Director does not need to invite bids in accordance with Rule 8 in the following circumstances:-

(e) the purchase of Supplies, Works, Services or Social and Other Specific Services which are of such a specialised nature as to be obtainable from one Contractor only;
