To agree the local eligibility framework to be
used to distribute the Household Support Fund
• That the County Council will deploy a
second Household Support Fund (HSF) allocation (April –
September 2022) of £3,537,549.92, in order to provide support
to vulnerable households in most need of support, and to help with
significantly rising living costs.
• That in line with Department of Work and Pensions (DWP)
guidance published on 20 April 2022, the County Council will ensure
that at least 1/3 of the funds are made available to households
with children, and at least 1/3 on households which include a
person who has reached state pension age through a locally
developed eligibility framework.
• Funding will be provided through supermarket vouchers, food
banks, Warm and Well, and NYLAF.
DWP requires local authorities to have a local
eligibility framework and approach for the allocation of Household
Support Fund, before the funding can be utilised.
Not to utilise the Household Support Fund
allocation – this would have resulted in additional support
not being available to residents of North Yorkshire.
