Decision:

To approve the proposed High Needs Block budget as set out in section 3.1 of the report.

Reasons for the decision:

The anticipated overall High Needs Block allocation available for North Yorkshire in 2021-22 is £63.3m. This reduces to a cash allocation of c. £56.9m after import/export adjustments and other deductions. The proposed budget for High Needs has been prepared building in provisional estimates for increased numbers of children and young people assessed as requiring Education, Health and Care Plans. This reflects recent trends, known planned movements and best estimates of future demand. The final High Needs Block figure will not be known until June 2021.
Consultation was undertaken as part of the Council’s budget setting process resulting in the approval of the Budget and MTFS on 17 February 2021. Consultation for proposals impacting on the Special School funding formula took place from 10th November 2020 to 17th December 2020. Specific recommendations relating to the Special School MFG and contextual funding component of the special school funding formula were agreed by full Executive on 16 February 2021.
