Decision:

To approve changes to charges for transport and personal contributions to care costs to take effect 2019/20, noting that full implementation of those changes will not take place until April 2021. This is detailed in Appendix A of the report to HAS Executive.

In February 2018, the Council approved a list of savings projects covering the period up to and beyond 2020. In October 2018, approval was granted to carry out a full public consultation on specific proposals around increasing charges for some community-based services to be further explored.
The recommendations follow an extensive public consultation and benchmarking with other councils. They will ensure that the charges for care are carried out as set out in our policy and that people who have two carers at the same time are not treated differently who have two carers at different times. It will also mean that users of transport will pay an increased contribution to the cost of this – although the Council will still pay for the bulk of the cost. The charges will also contribute towards the council’s financial pressures.
