Decision:

The SEN Mediation and Disagreement Service agreement between North Yorkshire County Council and COLLIS Mediation Ltd, commenced on 1st September 2020 and the expiry date of the initial term was 31st August 2021. The agreement was extended, in accordance with the scope of the Original Contract on 1st September 2021 for a period of twelve months.

A decision has been made for the current provision to continue to August 2023 to allow time for a procurement exercise to take place and to ensure statutory service needs are deliverable.

COLLIS Mediation Ltd have been consulted and they are agreeable to a variation to this agreement term under the conditions defined in the Original Contract.

Reasons for the decision:

• The Supplier is considered to be meeting defined criteria set out in the Original Contract.
• It is a statutory requirement for local authorities to provide access to an independent disagreement resolution and mediation service for parents and young people (beyond compulsory school age at 16 years up to 25 years).
• The extension will allow time for a procurement exercise for a new contract to launch on 1st September 2023.
• The supplier has agreed to continue the provision in accordance with the Original Contract.
