To seek permission to go to Tender for the construction works on A6131 The Bailey to form 2 Right Turn Lane Ghost Islands, two new site entrances, footpath works, drainage and all associated earthworks on behalf of Stonebridge Homes and R N Wooler. Works value anticipated to be £450-600,000.
S278 works are required to be constructed through the NYCC HDS. This is a commercial opportunity, which will see the delivery of highway works funded by two developers and is required to enable the developers to discharge their planning commitments. There is also a small contribution towards the work from NYCC which is specific to the circumstances of this site. Works will be procured through the surfacing framework

To procure S278 construction works through the NYCC surfacing framework for the construction of two right turn lane Ghost Islands on behalf of Stonebridge Homes & R N Wooler. Supervision of the works will be through Align Property Partners.

To permit Stonebridge Homes/R N Wooler works to be delivered through the NYCC Highway Development Service, which offers an opportunity for the County Council to design and deliver third party 278 works commercially, therefore offering a more streamlined service for developers and also ensuring the product is to NYCC specification and standard

The traditional superintendence route, however this removes the opportunity to deliver the work through the Highway Development Service so has been rejected.
