The decision has been taken to vary the
existing contract to add four additional portals as follows, from 1
April 2023 to 31 March 2027:
• Adults Portal (LL)
• LAS Delegation Portal (LL)
• Online Financial Assessment (OCC)
• Client Finance Portal (OCC)
The contract commenced on 1 April 2022 with an
initial five year term plus two optional year long extensions. The
Council is part of the Adult Social Care Charging Reform
Trailblazer Programme and this system supports the programme of
work.
It is anticipated that the portals will offer the following
benefits:
• Reduction in waiting times
• Efficiency – staff time spent determining Care Act /
financial eligibility
• Increased preparedness for implementation of charging reform
in 2025
• Reduction in greenhouse gas emissions
• Reduction in the total number of people on a waiting list
for care needs or a financial assessment
• Improved customer experience
• Remove the need to manually re-key financial assessment data
into ContrOCC.
This work aligns with the Council Plan priority ‘Every adult
has a longer, healthier and independent life.’
Despite the announcement of a two year delay to the charging reform
programme, in November 2022, much good work has already been
achieved in relation to demand management processes and these
should be progressed regardless of whether the national charging
reform continues.
The portals integrate directly with the care
account and back end of the existing product, so there is no scope
to integrate any other customer facing portals to the LiquidLogic
solution.
