for Year 1 of implementation of the new model for targeted
mainstream provision for children and young people with special
educational needs and disabilities (Enhanced Mainstream
Provision).

The Council’s Strategic Plan for Education Provision for
Children and Young People with Special Educational Needs and
Disabilities was approved in 2018. The Plan set out the future
changes to the model of enhanced mainstream provision to be
implemented from September 2020. The local authority has proposed
and budgeted for the introduction of 31 targeted mainstream
provisions when the programme is fully established. The focus for
each provision will be either Communication and Interaction
(C&I) or Social and Emotional Mental Health (SEMH). The Local
Authority has engaged with primary and secondary schools over 2019
to identify schools with interest in adopting targeted provision
status from that date.
Following the identification of the schools there is now a
requirement to enter into a two stage consultation process to
ensure that local stakeholders can give feedback on the model and
proposed schools in each locality and to ensure their views are
considered regarding the proposal to change the designation of the
identified schools and recognise their status as a targeted
mainstream provision.
