Decision:

To appoint North Yorkshire Councillor Annabel Wilkinson as a North Yorkshire Council substitute member of the York and North Yorkshire Joint Devolution Committee.

By whom: Richard Flinton, Chief Executive Officer, under his emergency delegated powers in the Officers’ Delegation Scheme in the Constitution, in consultation with Councillor Carl Les, Leader of the Council.

Reasons for the decision:

To facilitate the efficient administration of the Joint Committee’s business by appointing a named member of North Yorkshire Council as a substitute member of the Joint Committee, in the same way that the City of York Council has already appointed named members of the City of York Council as substitute members of the Joint Committee.

The Terms of Reference for the Joint Committee state that the four Members appointed to the Joint Committee will constitute a quorum. The membership list in the Constitution currently contains provision for two substitute Members from the City of York Council.

Due to availability issues, if a substitute member for North Yorkshire Council is not appointed urgently ahead of the Joint Committee’s meeting on 23 October 2023, then the Joint Committee is likely to be inquorate and therefore unable to conduct its business.

Alternative options considered:

The other alternative is not to appoint a substitute member for North Yorkshire Council to the Joint Committee, however this has the potential to lead to quoracy issues for the meeting (and possible future meetings) of the Joint Committee on 23 October 2023.
