Reprocure an integrated HR and Payroll system
for NYC.
The Purpose of the report is to update and provide relevant info to
the decision maker so they can make a relevant decision.
To re-procure the HR and Payroll system from
Zellis UK Ltd on an initial 3 year contract with the option to
extend for 12 months.
Choosing to use the same supplier will provide
NYC with the stability to allow CST and HR staff to continue
providing the service. This in turn will give stability to the
organisation and the wider staff. Therefore, time
efficiencies from not having to implement and be trained on a new
system can be realised. The current payroll
and HR system is no longer available to procure and will become
unsupported at the end of the current contact
(January 2025). The risk to the Authority in relation to an
unsupported system is too great to do nothing, due to
the timescales of implementing a system from a new supplier, of
around 18 – 24 months, Taking all the factors
mentioned above I therefore make this decision to re-procure the HR
and Payroll system.
Alternative suppliers who quoted on GCloud 13
for HR and Payroll systems were assessed and ruled out primarily
based on cost, but secondarily on the length of time to implement
their offering. It was also determined that the internal costs
associated with integrating to other internal systems, the training
of staff and external customers on any new system was too risky to
undertake in the short timescale available.
