To award a construction contract to JP Developers Ltd at a value of £207,114.44 for a Changing Places facility (toilet and changing room for adults with complex needs) and replacement of existing disabled toilet at Station Road, Selby.

Reasons for the decision:

To appoint the main contractor for a scheme to provide an approved Changing Places facility plus associated toilets on Station Road in Selby. Funding of £90k has been secured through the Government’s Changing Places programme. This is supplemented by £173k of funding from NYC (£100k approved by the Corporate Director of Community Development and £73k approved by the Assistant Director of Environmental Services and Climate Change) The competitive procurement exercise was undertaken during November 2023 utilising the YORbuild framework. The proposed contractor is JP Developers Ltd. The scheme is programmed to commence on site in January 2024 and is due to complete in June 2024.

Alternative options considered:

This project was originally planned to be part of the Selby TCF (Transforming Cities Fund) scheme but was relocated due to TCF delays. The revised TCF timescales did not meet the Changing Places grant funding deadline.
