Decision:

That a contract worth £100k (+ VAT + expenses) be awarded to Price Waterhouse Coopers for a fixed piece of work relating to potential Local Government Reorganisation. It is anticipated that this work will take place over a period of a maximum of 3 months.

The decision was taken in accordance with Contract Procedure Rule 16.1:

CPR 16. EXCEPTIONS TO CONTRACT PROCEDURE RULES

16.1 A Director does not need to invite bids in accordance with Rule 8 in the following
circumstances:-

Contracts where the Director with the agreement of the HoP agree that for reasons of extreme urgency brought about by unforeseeable events unattributable to the Council, the timescales for obtaining bids cannot be met.

The Minister for Local Government recently visited North Yorkshire Leaders and set out his expectations on Devolution and the need to have unitary structures for councils within a York and North Yorkshire geography. Proposals are therefore required to be produced and subsequently submitted to Government and the timescale looks to be condensed between July and September.

The majority of the proposals and subsequent business case which are likely to be submitted by the County Council are to be produced by internal members of staff however there are areas where the proposals will benefit from expertise from external parties.

Timescales do not permit any competition through tenders.
