Decision:

To award a contract for the provision of Interpretation Services (BSL/Non-Spoken) service to BID Services from 1 April 2021 to 31 March 2023.

Reasons for the decision:

The Council’s current contract for BSL interpretation services expires on 31 March 2021.

A range of procurement frameworks and dynamic purchasing systems were considered, including: CCS, ESPO/YPO, HealthTrust Europe, London Procurement Partnership, and NHS Shared Business Services. These options were rejected for failing to meet all of the service objectives, which were:
• The Council was seeking a specialist provider for BSL provision.
• Maximum flexibility was available to determine price/quality score and individual pricing elements.

Following a competitive tendering exercise BID Services were the successful bidder

Alternative options considered:

In house provision of this services is not possible and the Council were seeking a specialist provider. Available frameworks and dynamic purchasing systems could not achieve the desired service objectives.
