Appointment of North Yorkshire Council members to the Combined Authority

Decision:

1. To appoint the following North Yorkshire Councillors to the Combined Authority, as the Council’s representatives:

Councillor Carl Les OBE, Leader of the Council
Councillor Gareth Dadd, Deputy Leader of the Council

for the period through to the next meeting of full Council on 21 February 2024. At that meeting, full Council will then re-consider the appointments.

2. To appoint the following North Yorkshire Councillors as substitute Members of the Combined Authority:

Councillor Annabel Wilkinson
Councillor Simon Myers

for the period through to the next meeting of full Council on 21 February 2024. At that meeting, full Council will then re-consider the appointments.

By whom: Richard Flinton, Chief Executive Officer, under his emergency delegated powers in the Officers’ Delegation Scheme in the Constitution.

Reasons for the decision:

To facilitate the efficient administration of Council and Combined Authority business in advance of the first Combined Authority meeting on 22 January 2024.

At the next meeting of North Yorkshire Council on 21 February 2024, full Council can then re-consider the appointment to the Combined Authority.

Alternative options considered:

The only other alternative is not to make the appointments to the Combined Authority, however this would not assist in the efficient administration of business for the Council or the Combined Authority and would prejudice the public interest in the smooth running of the CA as they would not be quorate.
