Purpose:

The purpose of this report it to obtain approval to tender for an external Main Contractor to build extensions and carry out retrofit or refurbishment works to the properties list below

• 4 Jessamine Terrace, Spofforth
• 111 Aismunderby Road, Ripon
• 3 St Andrews Avenue, Harrogate
• 2 Stockwell Place, Knaresborough

These properties have been identified as having the potential to be extended to provide suitable accommodation for families with urgent adaptation requirements or to accommodate families who are currently in an overcrowded property.

The budget allowance for this contract is £630,000 in total

The projects will be prioritised based on the greatest need and the team aim for all 4 projects to be completed by March 2025

Decision:

To approve to appoint a contractor for the implementation and delivery of extension projects to four council owned dwellings.

Below are details of the extension/modification projects proposed. It is provided as part of process to seek approval to procure a contractor to undertake the construction of the projects as part of an essential adaptations programme to provide the needed facilities for the occupiers disabled requirements or to support the overcrowding requirement of the occupier. (Figures quoted are inclusive of VAT)

1. 111, Aismunderby Road, Ripon HG4 1SD - estimated contract value £120,000
2. 2, Stockwell Place, Knaresborough HG5 0LJ - estimated contract value £130,000
3. 3, St Andrew’s Avenue, Harrogate HG2 7RN - estimated contract value £200,000
4. 71, Charlton Drive, Knaresborough HG5 0DW- estimated contract value £70,000
Four properties have been acquired as part of this initiative. The following extensions/modifications are proposed.

1. 111, Aismunderby Road, Ripon HG4 1SD
This property has been purchased back into the HRA with a nomination that has been identified as a suitable property for development to meet the tenant’s disability requirements as per the OT requirements.
A single storey extension has been proposed to incorporate an additional adapted wet room and adaptations including the full refurbishment of the house and external areas have been agreed to meet the incoming tenants needs.

2. 2, Stockwell Place, Knaresborough HG5 0LJ
This property is an end terrace property that has been purchased back into the HRA that has been identified as a suitable property for development to meet the housing demand for 4 bedrooms with disabled facilities

An extension to provide a ground floor adapted bedroom and wet room, and an extension for the kitchen to create a four bedroomed property suitably adapted for a large family with disabled needs.

3. 3, St Andrew’s Avenue, Harrogate HG2 7RN
This Property is currently a void property with a nomination that has been identified as a suitable property for development. A two-storey extension to provide a wet room with WC and bedroom, and single storey extension to accommodate and additional bedroom downstairs, providing the property in total with five bedrooms to accommodate the nominations needs.

4. 71, Charlton Drive, Knaresborough
A ground floor extension to provide a bedroom and wetroom comprising shower, wc and basin. The work will include construction a low-level retaining wall in the rear garden to provide for the extension. All approvals are in place for the works to proceed.

This is a replacement property for 4, Jessamine Terrace, Spofforth where due to a change in the tenant’s circumstances, it is no longer the intention to provide an extension to the property.

It is the recommendation to tender these extension projects as one lot, which will make the package more attractive to the contractor marketplace, rather than tendering the projects separately. The anticipated size of the entire package will be in excess of £500,000 (incl of VAT).

Reasons for the decision:

To help to provide towards the shortage of suitable accommodation for some physically disabled residents and by so doing, creating improved living environments
