Decision:

Award of the contract for Brotherton Retaining Wall – Maintenance Works to Hinko Construction Ltd for £69,117.80.

Reasons for the decision:

Tender to carry out planned capital works to Brotherton Retaining Wall and carry out NYC statutory duty to maintain its Highway structures under Highways Act 1980, the retaining wall requires strengthening works to ensure it is fit for purpose.

A routine general inspection was completed on the retaining wall on 1 August 2022 and it was noted that although the structure was in a ‘fair condition’, however, there were parts of the wall that required remedial repairs required to prevent further deterioration. Defects listed as below with the proposed repairs:
• three large vertical cracks in the structure that are to be pressure pointed
• sections of the wall that have collapsed / leaning and need reconstructing back to original levels for public safety
• general areas of poor condition which require repointing works
• a section of stonework that is weather and susceptible to the elements, a concrete wall panel is being constructed to protect this section from the elements.

Alternative options considered:

NYC has a statutory duty to maintain its Highway structures under the Highways Act 1980. The alternative option is to leave the wall in its existing condition, however, this option was dismissed to stop further deterioration of the structure whilst also preventing a larger cost for works in the future.
